SOGRO - Instant rescue at big accident with masses of casualties

The project SOGRO is funded by the Federal Ministry of Education and Research (BMBF) with the aim to research new approaches for saving as many people as possible and to treat injured people optimally at a big accident with hundreds of casualties. The first, mostly chaotic phase until the transportation of injured people to hospitals shall be reduced. The project follows these global targets:

  • Optimization of the initial treatment of casualties
  • Collection and processing of comprehensive information about the situation and operation for the control center
  • Optimized process model for rescue teams at big accidents
  • Preparation of an appropriate market
To achieve these aims, the end users (rescue services, fire brigade, hospitals) are involved as project partners throughout the project lifetime. Two smaller trainings and a large training at the Frankfurt Airport are planned to find out the need for action and to validate the solutions. An accompanying research deals with legal, sociological and economic questions.

SIS C-LAB establishes the IT-architecture and solutions for triage (classification of casualties into urgency categories) as well as for control center connection. Instead of the usual procedure of handwritten cards, wristbands with RFID-tags are used that can be written and read by rugged PDAs. Another main focus is the establishment of an information chain from the injured, to rescuer, to control center, to hospital under the conditions of an emergency situation.

The University of Paderborn deals in this project with the collection and processing of information about the situation that is received via air observation by air drones. For this, cameras with different spectrums of photography are used. The separately collected data by the air drones have to be evaluated in realtime and they have to be connected to get an overall view of the current situation. Moreover, strategies necessary for the coordination of different air drones are set up in order to get the required information as quick as possible.
